Im 5. EU Forschungsrahmenprogrammes wurde von der EU das spezielle Programm CIVITAS zur Förderung integrierter Strategien für einen nachhaltigen städtischen Nahverkehr eingerichtet. CIVITAS steht für „CIty-VITAlity-Sustainability" (Stadt – Vitalität – Nachhaltigkeit). Mit der CIVITAS-Initiative versucht die Europäische Kommission, einen entscheidenden Durchbruch bei drängenden Problemen des Stadtverkehrs zu erzielen. Bisher wurden drei Umsetzungsphasen gefördert. CIVITAS I wurde Anfang 2002 gestartet (im Rahmen des 5. Forschungsrahmenprogramms) und förderte 19 Städte; CIVITAS II startete Anfang 2005 (im Rahmen des 6. Forschungsrahmenprogramms) mit 23 weiteren Städten. In der laufenden Phase CIVITAS PLUS, die im Oktober 2008 startete, sind weitere 25 Städte beteiligt. In dieser Phase hat sich das Projekt CIVITAS MIMOSA, ein Zusammenschluss der Städte Tallin, Gdansk, Utrecht, Bologna und Funchal erfolgreich beworben.

Das Fachgebiet IVP ist Partner im CIVITAS MIMOSA Projekt und leitet das Arbeitspaket ‚Research, Monitoring and Evaluation‘. Das Fachgebiet stellt den Projekt-Evaluations-Manager, ist für die Gesamtevaluation des MIMOSA-Projektes verantwortlich und arbeitet eng mit der CIVITAS Evaluationsgruppe zusammen. Dabei unterstützt der Projekt-Evaluations-Manager die beteiligten Städte bei der Erstellung ihrer lokalen Evaluationspläne, beim Monitoring der geplanten Maßnahmen und Evaluationstätigkeiten, bei der Erhebung geeigneter Daten zur Bewertung der Maßnahmen und der Evaluierung der durchgeführten städtischen Verkehrsmaßnahmen. Das Fachgebiet baut hierbei auf den erfolgreichen Arbeiten und vom Fachgebiet entwickelten Evaluationsansatz im TELLUS Projekt (Phase CIVITAS I) auf. Gewählt wird ein Evaluationsmix von Wirkungsevaluation und Prozessevaluierung, der es erlaubt, den Grad der Wirksamkeit als auch die förderlichen und hinderlichen Faktoren der Planung und Durchführung städtischer Verkehrsmaßnahmen heraus zu arbeiten.
