Special Requests Submitted as Part of an Application for the First Degree Semester of a Program with Restricted Admission

Request for special consideration due to exceptional circumstances

Approval of a special request due to exceptional circumstances grants admission as part of a prioritized quota. Exceptional circumstances refer to the criteria laid out in Section 15 of the Ordinance on Higher Education Admissions for the State of Berlin. Requests must demonstrate that the circumstances of the applicant are genuinely exceptional.

You can submit a special request due to exceptional circumstances if your health, a physical disability or social and family circumstances urgently require you to commence your studies without delay. This also applies if your health, a physical disability or family or social circumstances make it unreasonable for you to study outside the state of Berlin and if the waiting period for the degree program you wish to study is more than four semesters.

To apply on grounds of health, you must submit a report from a specialist doctor, together with your request. This report must refer in sufficient detail to the individual criteria referred to in the request. The report should provide details of how the illness or disability arose, the severity of the condition, its course and possibilities for treatment as well as a prognosis concerning its further development. The report should be written in language which can be understood by a non-expert. Acceptable additional proofs are a disability ID, the decision of the pension office, or a decision regarding exemption from military service provided by the German Federal Army.

Ranking is determined by the severity of the exceptional circumstances.

Request for a compensation for disadvantages: delayed university entrance qualification

You can submit a "Request for a compensation for disadvantages: delayed university entrance qualification" in accordance with Section 14 (3) of the Ordinance on Higher Education Admissions for the State of Berlin if particular circumstances (relating to your person but not caused by you) prevented you from completing your university entrance qualification (e.g. Abitur) at an earlier date.

The reasons stated in your request must be supported by appropriate proof, such as a doctor´s note in cases of illness. In addition to this special request, you should also provide TU Berlin with:

  • An officially certified copy (with official stamp) of your university entrance qualification and
  • A report from your school stating the period of delay as well as any other pertinent documentation.

Request for a compensation for disadvantages: improvement of grade point average

You can apply to be awarded a better grade point average in accordance with Section 12 (3) of the Ordinance on Higher Education Admissions for the State of Berlin. To do so, submit a special request and supporting documents to prove that you were prevented from obtaining a better grade point average as a result of circumstances beyond your control.

In addition to the special request, you should also provide TU Berlin with:

  • An officially certified copy (with official stamp) of your university entrance qualification (e.g. Abitur)
  • An officially certified copy (with official stamp) of documents proving the impact the reason stated in your request had on your grade average.
  • A report from your school, including a suggested improved grade, as an original copy or as an officially certified copy (with official stamp)

Request for inclusion in an advance quota as a member of the German Olympic Sports Confederation

As an elite athlete who it is in the public interest to support, you may in accordance with Section 6 (1) no. 5 of the Ordinance on Higher Education Admissions for the State of Berlin submit a "Request for inclusion in an advance quota as a member of the German Olympic Sports Confederation". This refers to applicants who belong to a group of people who it is in the public interest to support and whose special circumstances require them to remain in a specific area to study. This applies in particular to prospective students trained at national level in squads A, B, C or D/C or OK, PK, EK, NK1, NK2 of a national association of the German Olympic Sports Confederation for one of the sports located at the Olympic centers in the states of Berlin or Brandenburg.
