Hilde Domin Programme (DAAD): Funding for Students at Risk
The Hilde Domin Programme is a scholarship program offered by the German Academic Exchange Service (Deutscher Akademischer Austauschdienst, DAAD). It aims at supporting students and doctoral candidates from across the world who are denied their right to education in their country of origin. The program gives them an opportunity to continue their studies in a safe evironment.

Requirements for an application

Candidates for funding from the Hilde Domin Programme have to be nominated by an authorized institution (e.g. a university). The DAAD invites candidates who have been successfully nominated to submit an application. It is not possible to apply for the program directly. 

The program addresses students (bachelor's and master's) and doctoral candidates as well as prospective students and doctoral candidates who are demonstrably at risk. The scholarship cannot be used to fund a double degree (e.g. a second bachelor's, master's, or doctoral degree). 

Candidates have to fulfill the following requirements:

  • Candidates must be of legal age (usually at least 18 years old) at the time of nomination.
  • Candidates must be in possession of educational certificates that enable entrance to the desired degree program or research project (see www.anabin.de).
  • As a rule, the last university degree or period of enrollment should not have been completed more than two years ago at the time of application.
  • Candidates must prove or credibly demonstrate they are at risk of being formally or de facto denied educational rights in their country of origin.
  • All applicants must submit proof of German or English skills at B2 level or higher.
  • Candidates may not be already residing in Germany or the European Union at the time of nomination.

Nomination by TU Berlin

In order to receive a scholarship through the Hilde Domin Programme, you must be nominated by a university.
TU Berlin's officer for refugee affairs is responsible for nominating candidates to the DAAD. TU Berlin academic chairs and staff submit preliminary nominations to the officer for refugee affairs.

Deadlines for submitting nominations

The deadline for nominations for a planned start of studies in winter semester 2024/25 has passed on September 15, 2023. Currently, we do not have any information about upcoming calls for nominations and deadlines.

Information on the nomination

Are you interested in studying or completing doctoral studies at TU Berlin through the Hilde Domin Programme?

If you fulfill the nomination requirements, please first contact your academic chair at TU Berlin.
If you have general questions about the application or are unsure who to contact in the academic chair, please get in touch with us during our office hours or by email.

Please note, that TU Berlin can hand in nominations for the Hilde Domin Programme but is not involved in the selection of scholarship holders. If you have questions regarding the application and selection process please contact the DAAD.

Please also note that you will have to apply for your desired study program at TU Berlin separately.


Application procedure:

  • It is not possible to directly apply for a scholarship from the Hilde Domin Programme. You must be nominated by a university or other institution.
  • After the nomination, the DAAD will contact suitable candidates and request them to submit an online application through the DAAD portal.
  • You must also apply for your desired degree program at TU Berlin (usually after the application for the Hilde Domin Programme and via www.uni-assist.de). Application deadlines for the upcoming semesters can be found on the website of the Office of Student Affairs.
  • More detailed information regarding the selection process is available on the website of the DAAD (in the “FAQ”-section).

Please complete the nomination questionnaire and send this to the TU Berlin officer for refugee affairs. We will review the nomination and forward it to the DAAD.

Please note that our primary role is to formally support your nomination. The faculties and academic chairs are generally responsible for assessing a candidate's suitability and contacting them.
