Dr. Ruth Waitzberg

Ruth Waitzberg joined the Department of Healthcare Management in May 2020 and is involved in projects with the European Observatory on Health Systems and Policies. She holds a joint PhD from the Technical University of Berlin (TU Berlin) and at Ben-Gurion University of the Negev (BGU). The topic of her PhD was DRGs and its impacts on hospitals’ activities and professionals in Israel and Germany, and how hospital professionals as dual agents reconcile misaligned considerations in their decision-making.

Ruth Waitzberg is also a research scholar at the Economics and Health Policy department of the Myers-JDC-Brookdale Institute, Israel’s national representative to the European Observatory.

Ruth holds a BA in sociology, anthropology and political science and an MA in public policy, both from the Hebrew University of Jerusalem. A mother of three energetic children, and she finds her peace swimming.

Her primary research areas are: DRGs, payment to health providers and financial incentives, health insurance, agency failure, policy evaluation, health and long-term care systems, and international comparisons.
